Now having refill the minutes in it in like 5 months and the phone is deactivated.
how will I go by activating it again. if so will it cost money

Why did you not refill the minutes for 5 months?
You will probably have to go to either a cingular store or that wal-mart and refill the mintutes there. The only cost should be the new minutes. If you go to a cingular store however, they might switch you to their store%26#39;s system rather then whatever wal-mart had set up for you.
